ROC USA solves the financial and technical challenges faced by homeowners when they seek to acquire their manufactured home communities. Today there are roughly 3.5 million US homeowners in an estimated 50,000 manufactured home communities.
Through ROC USA and its national network of Certified Technical Assistance Providers, homeowners can join together with their neighbors to acquire the manufactured home community in which they live, and be secure and thrive in resident-owned communities.

ROC USA has been developed by Paul Bradley and Cheryl Sessions, two of the most experienced leaders in resident ownership, along with other leading nonprofit community development organizations in the United States including the New Hampshire Community Loan Fund and CFED.
Experience in New Hampshire has shown that when homeowners come together to convert their manufactured home community to a resident-owned community, they achieve financial independence and economic security, and their pride in their neighborhood and community increases. The Carsey Institute at the University of New Hampshire recently conducted an economic study that documents the financial benefits of resident ownership, including lower monthly site fees over time, better home price appreciation, and faster home sales. ROC USA carries out its mission through two wholly owned-subsidiaries:
ROC USA™ Network trains and certifies non-profit Technical Assistance Providers who provide pre- and post-purchase training services to homeowner groups.
ROC USA™ Capital provides loans to help homeowner groups who are working with a ROC USA™ Certified Technical Assistance Provider to purchase their manufactured home communities.
ROC USA™, LLC is organized as a Delaware Limited Liability Company that has been granted 501(c)(3) tax-exempt status by the U.S. Internal Revenue Service. ROC USA has two founding members (other members will be added in the future):
The Corporation for Enterprise Development (CFED) is a Washington, DC based non-profit working to take asset-building successes to scale. Its I’M HOME (or, Innovations in Manufactured Housing) program promotes innovation and asset-building strategies in the manufactured housing sector. CFED is positioned, with Ford Foundation support, to provide national infrastructure, technical assistance, and catalyst and implementation grants to help take resident ownership to scale. Moreover, CFED will play a key role policy, research, communications and advocacy to make resident ownership and single-family financing in resident-owned communities viable, scalable and successful. www.cfed.org
New Hampshire Community Loan Fund: Since 1984, the Loan Fund has been the principal architect of the nation’s best-known and deepest manufactured home community market transformation strategy. In 2004, the Loan Fund began training other nonprofits in the U.S. on resident ownership, and in 2006, began incubating ROC USA with intellectual capital and logistical support. www.theloanfund.org
