Paul Bradley is the founding president of ROC USA™, LLC. Prior to his appointment at ROC USA, he served as vice president for the New Hampshire Community Loan Fund (NHCLF), where he managed and grew the Loan Fund’s 24-year old Manufactured Housing Park Program (MHPP) by expanding its cooperative development program and initiating single-family lending and new production. During his tenure, loan receivables increased from $3 million to $30 million and the number of Resident Owned Communities more than doubled from 40 to 82, increasing resident-ownership’s market share in NH to 19 percent. Single-family lending exceeded $10 million in three years and a major sector change objective was met; an unprecedented $10 million initiative by Fannie Mae to finance single-family homes in Resident Owned Communities. Under his direction, the MHPP developed the nation’s first manufactured home community consisting entirely of EnergyStar® rated manufactured homes.
In 2004, Paul initiated a national training program for nonprofit organizations that were interested in developing resident-ownership programs outside of New Hampshire. It was the success of this program, known as The Meredith Institute, that led the Ford Foundation to provide planning support for the development of ROC USA. ROC USA was launched in May, 2008.
Mr. Bradley, a native of New Hampshire, received his bachelor’s degree in economics in 1986 from the University of New Hampshire. In 2008, he graduated from the NeighborWorks® America Achieving Excellence Program, an executive training program offered through Harvard University’s Kennedy School of Government.
Annie Donovan is Chief Operating Officer for NCB Capital Impact. She currently plays a leadership role in strategy formation, product innovation, policy and capital development for NCB Capital Impact. Prior to that, Ms. Donovan managed NCB Capital Impact’s commercial lending teams, which provide financial services to cooperative businesses and community based organizations across the United States. She has been with NCB Capital Impact since 1993, and has been working in the field of community and cooperative development for nearly 20 years, including service in the U.S. Peace Corps. Current and past board membership includes the Washington Area Community Investment Fund, Cooperative Development Services, Cooperative Development Foundation, The ICA Group, Frontier Natural Products, New Markets Tax Credit Coalition and H Street Main Street. Past and present advisory roles include the National Congress for Community Economic Development and Wall Street Without Walls. Ms. Donovan has an undergraduate degree in Economics and an MBA in Finance.
Juliana Eades serves as president of the New Hampshire Community Loan Fund and has been its founding executive director since January, 1984. Ms. Eades is also a founding board member of the National Community Capital Association. The Loan Fund was one of the first organizations certified and funded by the Community Development Financial Institutions Fund of the United States Department of the Treasury.
The Loan Fund has been honored with National Community Capital Association's Award for Excellence in Financial Performance, the Federal Home Loan Bank’s Community Partnership Award, the New Hampshire Corporate Fund’s Award for Excellence in Management, as a finalist for the Fannie Mae Foundation’s Award of Excellence for Low-Income Housing Production and by the National Environmental Education and Training Foundation with a National Environmental Education Achievement Award.
Ms. Eades served on the board of directors of the New Hampshire Charitable Foundation, is a former trustee of Citizen’s Funds and is a 1994 graduate of Leadership New Hampshire. Ms. Eades holds an honorary Doctorate of Humane Letters from Franklin Pierce College and was awarded the prestigious Granite State Award by the University of New Hampshire.
Ms. Eades received her BA in history from Swarthmore College and her MBA from the Whittemore School of Business and Economics at the University of New Hampshire.
Andrea Levere is president of the Corporation for Enterprise Development (CFED) in Washington, D.C. and has overall management responsibilities for the consistent pursuit of CFED's mission, for its long-term strategies,and its day-to-day operations. Under Ms. Levere’s energetic direction, CFED has thrived in its mission to expand economic opportunity for low-income people and disadvantaged communities.
At the helm of CFED, Ms. Levere has developed an unprecedented partnership with the Federal Reserve System to address the inability of many Americans to build personal savings and assets. Together, CFED and the Federal Reserve System have held a series of forums highlighting innovations in asset-building policy, products and programs and continue to identify long-term initiatives with national impact.
She received a bachelor’s degree in 1977 from Brown University and a master’s degree in public and private management from the Yale School of Management in 1983. She was awarded the Alumni Recognition Award from the Yale School of Management in 2001 for exemplary commitment to the field of economic development and the mission of the Yale School of Management.
Terry Simonette has worked in the field of community development and community development financial services for the past 35 years. His experience is wide ranging and includes operating as a nonprofit developer, providing technical assistance and training services in several national organizations, serving in the Carter Administration in the Office of Neighborhood Development at HUD, and finally coming to NCB Capital Impact at its inception in 1984. Simonette joined NCB Capital Impact as its first business development officer, was named President and Chief Operating Officer in 1992, and in 1994 was appointed as President and Chief Executive Officer. While at NCB Capital Impact, Simonette has promoted an aggressive strategy that has steadily increased the size and scope of the organization each year, and broadened its activities to include a broad spectrum of community investment activities, capacity building and policy development programs. Throughout this expansion, Simonette has focused NCB Capital Impact's sights on escalating its tangible impact on the problems and issues of emerging markets and low-income communities across the country.
Michael Swack has over 20 years of experience in the field of development finance and development banking and is considered a pioneer in the field of community development lending and investment. He is Dean of the School of Community Economic Development at Southern New Hampshire University where he is teaches courses in finance, economic development, and negotiations. Dr. Swack is also President of the Center for Community Economic Development. Dr. Swack has also been involved in the design, implementation and management of a number of community lending and investment institutions, and has been a founding member of five Community Development Financial Institutions. He received his masters degree from Harvard University and his doctorate from Columbia University.
Michael Torrens is the director of applied research and innovation at the Corporation for Enterprise Development (CFED). He manages the Local Capital Markets Investment Fund, investing in product and market innovations. Other work includes asset-building strategies for individuals and families; tools that leverage products, services, and training for entrepreneurs; investments that strengthen the capacity of Community Development Finance Institutions; research on the links between enterprise development and poverty reduction; policies that preserve affordable rental housing; and research on key factors that link private, public, and non-profit actors, pioneering market innovations that expand economic opportunity and build assets for all Americans.
Mr. Torrens holds a BA from Brown University, and an MPP from Princeton University. As board member and volunteer he has been active in state and national policy, asset development, and affordable finance advocacy for more than 15 years.
