Lenders have an opportunity to loan on local or regional projects that match their business interests and benefit from subordinate lending from ROC USA Capital, and from its national network of technical assistance providers for pre- and post-purchase community training and coaching. Banks that participate in resident-owned community loans with ROC USA receive market rate margins and Community Reinvestment Act (CRA) credits in addition to borrower support and servicing for the life of the loan term.
The principal delivery and financing components of the system are organized as two technically-specialized branches of ROC USA:
• As a high-quality delivery system for pre- and post-purchase technical assistance and training, ROC USA™ Network certifies local technical assistance providers, and
• For financing, ROC USA™ Capital provides hard-to-find acquisition loans and loan servicing nationally.
This joint delivery and financing system has been market tested for over twenty years. In our 24 years of experience with the model in New Hampshire – converting 88 communities to resident-owned communities, thereby providing opportunity to more than 4,800 homeowners – there has not been a single charge-off in over $140MM in lending.
